It's some major backup in the storm drains along that stretch of the freeway.

It rained WAY WAY WAY more that night than I can ever remember the entire time I lived there. All that water rushing down the pipeline....had to come out somewhere. I feel sorry for the 15' diameter "sewer cap" that flew up and laded on that truck. I can't imagine how much that thing weighs.
