Brownish goo

Went to do a radiator flush on a 2nd civic I picked up a few months ago. I popped radiator cap and there was this brown goo, sludge like substance under the cap and in top of radiator. Anybody know what it is?? Maybe a sealer previous owner used or I've been told might be blown head gasket but I don't see anywhere it might be leaking.

Most likely oil from a HG

If its coated the radiator, I would replace the rad and hg
