Cali = nice weather+CARB
MN = No CARB + Snow Slap
RI = Semi-CARB + Snow + NO TINT!!!

Here in TN we have emissions (but thats nothing you cant get around with a $20 bill or a little know-how) Hot summer....cold winter...NO snow at all and tint laws they could care less about LOL
